Some design changes along the neighborhoods southern boundary are already planned. The Oakland Alameda Access Project, which is meant to remedy the spaghetti junction that currently sends cars winding through Chinatown as they go between the interstate and the tunnels, includes a new Alameda exit designed to draw traffic away from the neighborhood. And the Oakland 7th Street Connection project will create new pedestrian pathways from West Oakland that connect with Alameda and Chinatown.I am disappointed that this will be the third BART station in Fremont with primarily residential development surrounding it. Ive posted about the failure to do something truly innovative at the Warm Springs BART station. Fremont is home to many high-tech employees. However, the lack of high-tech jobs in Fremont mean that most of us, myself included, have to travel to far off places to get a decent job.The area around the station is zoned as a Transit-Oriented Overlay District. Despite this fancy name what were going to get there is primarily high-density housing with two car garages. Whats needed in truly transit-oriented development is mixed-use development where people dont need to get in their cars to shop or go to work.The problem is the mixed use designation in the City of Fremonts General Plan. While this term implies that the development should have retail and commercial elements, it doesnt require it. Since residential development makes the most profit for developers, thats what they tend to build. For example, a recent proposal near the Cloverleaf bowling alley was 97 percent residential and 3 percent retail.Theres no guarantee that residents from these developments will utilize BART, especially if they have to commute to the Peninsula for work. Close to BART or not, these developments will likely add to the present commute patterns of people commuting from Southern Alameda County to Silicon Valley or the peninsula.
