The town pretends that every penny of bond debt the taxpayers retire is a payment toward the FHS project. For example, when the town pays off the water treatment plant, it plans to treat the savings as payment toward a new FHS. In other words, the town is hiding the new expenses under the old ones. It is like homeowners pretending they have no mortgage payment due for a new house because the mortgage on the old house was paid off at sale.
