Thank you for the opportunity to present this personal written petition and oral testimony to the Wednesday evening, September 5th, 2018 meeting of the Mayor Council of Hedgesville, West Virginia.Just before last months Mayor Council meeting, it took me somewhat by surprise, to be asked if I would support, as a candidate for election to the West Virginia House of Delegates, repealing West Virginias law, which prohibits the use of automated camera traffic fines.I also was told at that time, that repealing this law is a priority for Hedgesville.As this was an issue very familiar to me and one about which I have great concern and often spoke and written about, my immediate and firm answer was that I would not and will not support the repeal of that good law.Then, immediately afterwards and during the following Mayor Council meeting, it also was announced that I would not support repeal. Afterwards and upon further reflection, it became clear to me that a more full-throated response to this query was necessary, in order to further clarify the reasons for my long held and long advocated position against repeal.While the Mayor Council has not made this issue an action agenda item, I understand the sincere concerns and good intentions that prompted this proposal. Truly, Hedgesville has an ongoing and worsening problem with inadequate street parking, traffic congestion, speeding, and reckless driving.However, my purpose here tonight is not to suggest remedies for those problems, but only to explain why Orwellian mass surveillance is not an effective or prudent remedy.
