McKelvey was born in Eau Claire, Wisconsin on November 28, 1869 to John and Catherine Monaghan McKelvey. In his lifetime, he operated various hotels and apartment houses, one of them being the Blair Hotel. On July 25, 1910, defective electrical wiring resulted in a horrendous fire on the second floor. The entire hotel was destroyed. The only items saved were a piano and cash register from the tavern bar, containing coins, like the one in the Blairstown Museums archives. While the building was insured for 25,000 by its owners, the lessees did not have individual insurance, and Flannary and McKelvey lost quite a sum.

In 1922, McKelvey married Sarah Simmons. The two moved to Truckee, Nevada. In 1927, McKelvey purchased major portions of the Crystal Bay area subdivision and constructed the La-Vada Lodge that same year. The 1931 law legalizing gambling in Nevada was passed and this set the stage for the casino development of the area. In the early 1930s, McKelvey enlarged and remodeled his La-Vada Lodge, which had a collection of rental cabins. In 1935, he constructed Cal-Vada Lodge Hotel to house his increasing tourist and gaming clientele. By 1940, the Cal-Vada Lodge Hotel was advertised as The Monte Carlo of Lake Tahoe. In 1942, McKelvey sold some partnerships in the lodge but retained an interest. Cal-Vada Lodge Hotel was the first lodging establishment in Crystal Bay and remained the largest through the 1950s. It attracted a wealthy crowd from around the United States to gamble at the local casinos.
