The city water utility uses a formula with 1 REC as the base to guess-timate how much water a hair salon, restaurant, apartment building - whatever - will use during a calendar year and then charges the property owner up front those fees. Example A small, carry-out only restaurant was interested in opening in Sturtevant, but they couldnt afford the 10,000 REC fee so they didnt pursue their idea any further.

We NEED market-rate apartments in Mount Pleasant, no doubt, and it would be great if Foxconn would stop with the subterfuge and pony up what workers can expect to make, but we dont see them showing their hand any earlier than absolutely necessary. And DeGroot can WANT to see REC fees reduced or eliminated, but we dont see that happening, either.
