The 5th district is in Eastern Washington, centered on Spokane County and extending to counties reaching the border with Canada to the north, and the border with Oregon to the south.Lisa Brown served in the WA state legislature over 20 years, including serving in significant leadership roles. She consistently supported animal welfare bills during her term in the legislature, including her votes on key bills that strengthened animal cruelty laws set limits and standards on puppy breeding operations restricted the trade in shark fins and limited private ownership of exotic and dangerous animals.Over the past decade, McMorris Rodgers voting record and leadership on animal welfare legislation in Congress has been abysmal. This is documented, year after year by The Humane Society Legislative Fund HSLF.
