Following John Insley Blairs death, his estate set a price of 750,000 on the Silver Peak property. The estate hired famed mining engineer John Hays Hammond to look the property over. Following his report, they increased the selling price to 2,000,000. In 1906, a group of Pittsburg men including William Finn, newspaper publisher and State Senator, and George T. Oliver, steel magnate and U.S. Senator, purchased the property and organized the Pittsburg Silver Peak Gold Mining Company. One month later, they organized the Silver Peak Railroad Company. After some discussion, they established Blair, Nevada two miles north from the original site. With the railroad completed and the new mine built, the town began to take shape.

In its day, the Silver Peak Mill was the largest in Nevada. During 1906 and 1907, the Township of Blair began to develop with a large reservoir, water and sewer systems, a railroad station, post office, school, newspaper, several dozen homes, a few saloons, a handful of businesses, and an impressive two-story hotel. The Blair Hotel, originally owned by J. G. Crumley Company, cost 70,000 to build and opened its doors to the public with a Grand Opening Celebration on June 10, 1907. The hotel, built by architects Holesworth Curtis, was a two-story structure encompassing a 58 x 100 area. It had steam heat and was filled with modern conveniences. A lobby, tavern, club room, dining room and kitchen occupied the first floor while a guest parlor and 28 guest rooms, each with their own private bath, occupied the second floor. By 1910, Pat Flannary and Lawrence Patrick McKelvey leased the hotel.
